Amanda Rhein serves as the Chief Housing Officer for the City of Atlanta, supporting Mayor Andre
Dickens’ goal of creating or preserving 20,000 affordable housing units by 2030.
An experienced community development executive with a passion for equitable development and
affordable housing, Rhein has more than two decades of experience leading complex public private partnerships and implementing innovative programs and initiatives.
Prior to joining the City of Atlanta, Rhein led the transformation of the Atlanta Land Trust, growing the nonprofit into a nationally recognized community land trust with 100 homes in trust and more than 100 units in development. She also launched the transit-oriented development (TOD) initiative at MARTA, resulting in the redevelopment of over 35 acres of underutilized surface parking at eight heavy rail stations. Rhein spent nearly 10 years at Invest Atlanta, the City’s development authority and economic development agency. While there, she managed the City’s primary economic development tools, catalyzing more than 30 projects and driving $3.5 billion in investment in Atlanta’s most underserved communities.
A native of Cincinnati, Ohio, Rhein graduated from Boston College with a bachelor’s degree in sociology in 2002 and earned a Master of City and Regional Planning from the Georgia Institute of Technology in 2004.
Rhein is active in the Urban Land Institute, where she serves as Chair of the Atlanta District Council. During her tenure as the inaugural co-chair of the ULI Atlanta Center for Leadership, she designed and implemented an innovative leadership program for real estate professionals that now serves as a national model. She chairs the Board of Directors of the Atlanta Contemporary and serves as a Trustee of the Atlanta Preservation Center, where she also volunteers as a Downtown tour guide. Previously, she served on the boards of Dad’s Garage Theater Company, Outstanding Atlanta, Rebuilding Together Atlanta, the Mary Lin Educational Foundation, and the Council of Development Finance Agencies.
Rhein is a member of the 2024 class of Leadership Atlanta. In 2020, she was selected by ULI Atlanta as one of The Leaders: Influential Women in Real Estate and Land Use. In 2016, she was named one of ULI’s Global 40 Under 40 and included in the Atlanta Business Chronicle’s annual 40 Under 40 list. She has also been recognized as one of Atlanta’s 40 Power Women in Real Estate and featured in the Atlanta Business Chronicle’s Commercial Real Estate Who’s Who. In 2015, Rhein received the Longleaf Award from the Georgia Conservancy’s Generation Green for her work promoting sustainable growth and multi-modal transportation options in Atlanta. She is
a graduate of the Regional Leadership Institute (Class of 2017), Outstanding Atlanta (Class of 2011), and Leadership Atlanta’s LEAD Atlanta program (Class of 2006).
