Mikita K. Browning serves as the Commissioner for the City of Atlanta’s Department of Watershed Management. As Commissioner, she is responsible for oversight of the Department’s $644M annual operating budget, a five-year capital improvement plan of $1.26B including the Water Supply Program and the nearly $4 billion Clean Water Atlanta Consent Decree Program aimed at the elimination of sanitary sewer overflows and overall compliance with two Federal Consent Decrees (CSO and SSO) and a state Consent Order to improve water quality.

Commissioner Browning brings more than 20 years of professional experience in municipal and consulting engineering within the civil and environmental engineering industry to Watershed. She has been employed with the City of Atlanta since 2011, most recently serving as Watershed’s Assistant Commissioner, leading daily administrative operations and overseeing the implementation of the Clean Water Atlanta Program. Prior to becoming Assistant Commissioner, she served as the Consent Decree Program Director. She is highly adept in managing large, complex, linear and vertical capital construction, regulatory compliance, operation and maintenance programs. She has extensive experience in water, wastewater, and stormwater conveyance and storage infrastructure design and construction; air quality and transportation, regulatory compliance; traditional and natural treatment facilities design; green infrastructure design and implementation; planning and permitting; and environmental policy.

Commissioner Browning is a graduate of the University of Georgia and holds a BS degree in Biological Engineering with an Environmental emphasis, is an alumna of the LEAD Atlanta Class of 2006, is a Past President of the Georgia Chapter of the American Public Works Association (APWA), a recipient of the City of Atlanta Department of Watershed Management/Clean Water Atlanta Program Management Team Award for Employee Excellence, and a recipient of the American Public Works Association (APWA) Excellence in Service Award. And in 2019, she was inducted into the Georgia Water Environment Federation (GWEF) Golden Manhole Society.
