Join the Council for Quality Growth's Forsyth County Advisory Roundtable on August 14th at 11:45 AM in-person at Forsyth Conference Center to hear an update from Assistant County Manager Barry Lucas & Capital Projects Director John Jefferson.

Barry Lucas was appointed Assistant County Manager in April 2023 and manages the infrastructure team.

Barry oversees the operations of the County’s Fleet Services, Public Facilities, Engineering, Capital Projects, Water & Sewer and Recycling & Solid Waste Departments.

Barry has previously served as Director for the Forsyth County Water & Sewer Department and as a Deputy Director since 2002.  In those roles he was responsible for all aspects of managing the utility including all engineering related activities, master planning, project planning, project management and construction of all capital improvement projects. Barry also managed several programs including development review, the sewer flow monitoring program, easement, and property acquisition among others.   

Prior to working for Forsyth County, Barry worked for the engineering firm PBS&J as a project engineer.  He served in the US Navy on active duty after graduating from The Citadel with a degree in civil engineering and continued his military career in the Navy Reserve until his retirement from the service in 2016.  He and his wife Lisa have lived in Forsyth County since 1994 and have 3 children.
 

John Jefferson

Jefferson has joined Forsyth County government as Capital Projects director. Jefferson brings over 30 years of experience in project design, execution and management.

“As Forsyth County grows, there is a need to have a Capital Projects director to oversee the completion of County construction projects”, said County Manager Kevin Tanner. “John has years of experience as a project executive and director for many high-level state construction projects, and we look forward to his leadership here in Forsyth County.”

Jefferson began his career as a project architect with Chapman Coyle Chapman & Associates Architects AIA, Inc. in 1987. He has held positions with metro Atlanta design and real estate development firms as well as state government. Most recently, Jefferson worked with the Georgia State Financing and Investment Commission (GSFIC) as a senior architect, project executive and director of Design Review Services.
Jefferson holds a bachelor’s degree and a master’s degree in Architecture from the Georgia Institute of Technology. He is a member of the Project Management Institute (PMI) and the Construction Owners Association of America (COAA).

Forsyth County Capital Projects actively manages the delivery of planning, design and construction of on-time, in-budget facility & building capital projects, in support of the mission of Forsyth County and its responsibility to the community.
