Dr. Irvin T. Clark, III has served as President of Southern Crescent Technical College (SCTC) since 2022. Under his leadership, the College has initiated transformative programs in workforce development through strategic partnerships. His efforts have strengthened collaboration between the public and private sectors, increased corporate philanthropic support, and created expanded opportunities for both students and businesses.

 

SCTC successfully launched registered apprenticeship programs and established small business entrepreneurship centers during his tenure. Additionally, the College is preparing to open the RAAME (Robotics, Automation, Advanced Manufacturing, Economic Development) Center. Over the past three academic years, SCTC has experienced a 10% growth in enrollment, reflecting Dr. Clark’s dedication to student success and institutional excellence.

 

Having worked in higher education for 25 years in Georgia, Maryland, Pennsylvania, and Delaware, Dr. Clark possesses extensive experience in community and technical college leadership, specializing in academic program development, economic and workforce development, fundraising, and strategic planning. He has been key in securing significant grants, including a $3.95 million HRSA grant to expand nursing education across SCTC’s eight county service area. His contributions to workforce education are recognized through his service at the American Association of Community Colleges (AACC) Commission on Workforce and Economic Development, where he contributes to shaping national policies and best practices in technical education.  Mostly recently, Dr. Clark was honored at the 23rd annual South Metro Development Outlook Conference as the recipient of the South Metro Development Outlook 2025 Excellence in Education and Workforce Development Award.

 

Dr. Clark holds a bachelor’s degree in Social Relations and a master’s in Adult and Continuing Education from Cheyney University of Pennsylvania. He earned a Doctor of Education (Ed.D.) in Higher Education from Morgan State University and completed a research fellowship through the Goldseeker Fellowship program. Through his visionary leadership, SCTC continues to serve as a driving force in workforce development, innovation, and student achievement.
