Carlos’s academic achievements reflect his passion for public safety and justice. He holds a Master’s Degree in Public Safety Administration from Columbus State University, a Bachelor’s Degree in Criminal Justice from Saint Leo University, and an Associate’s Degree in Criminal Justice from Griffin Technical College. He has served the state of Georgia since January 2001, and has consistently demonstrated a commitment to excellence and service.
In 2015, Carlos was elected to the Locust Grove City Council, where he earned the trust of the community through his leadership and vision. He was re-elected in 2019 and 2023 and served as Mayor Pro Tem from 2017 to 2023. During his tenure, Carlos focused on fostering community partnerships and improving the quality of life for Locust Grove residents.
On November 5, 2024, Carlos made history as the first African American elected Mayor of Locust Grove. He was sworn into office on November 18, 2024, in a ceremony attended by family, friends, and the community, marking a significant milestone in the city’s history.
Carlos credits his faith and family as the foundation of his success. As a devoted husband to Candyss and father to daughters Cammi and Carly, Carlos is guided by a deep commitment to service, integrity, and community.
